and peace report. i'm amy goodman. the obama administration has agreed to show two congressional panels the stated legal rationale for assassinating u.s. citizens overseas. on thursday, the white house directed the justice department to release a controversial 2010 memo to the house and senate intelligence committees. the memo details the administration's legal justification for targeting the american-born cleric anwar al awlaki, who ultimately died in u.s. drone strike in yemen. the memo's release follows growing calls from lawmakers on both sides of the aisle for access to the administration's guidelines for drone strikes and other attacks targeting u.s. citizens overseas. a bipartisan senate letter demanding the memos earlier this week had accused the white house of "practicing secret law." it also follows this week's leaking of a white memo that allows for the killing of americans through an expansive definition of what constitutes an imminent threat. at a news conference in washington, attorney general eric holder was asked what he is releasing the drone memos publicly after disclo

: another pending addition to the obama administration is senator chuck hagel, who was been nominated to be the secretary of defense. if he becomes the secretary of defense, what is his involvement in the sequestration process going to be? guest: he will be in general in making these cuts happen. he is a veteran and a former member of the senate armed services committee. he knows the military. one of the reasons he was brought into this is because he knows how to cut. he knows what works and what does not. at least that is what the administration thinks. he will be an effective person, and leaves the white house hopes, in making these cuts take place. host: we are talking with ray locker, the national security editor at the newspaper, usa today. our next call comes from st. louis on our line for republicans. go ahead, greg. caller: even though the sequestered takes place, instead of spending 40 cents of every dollar, we would only be spending 38 cents out of every dollar. i did not know if it makes a difference. i think we need sequestration. thanks. guest: one of the things that many

the other obama administration has been, officials have been. i expect by now he'll admit it was a terrorist attack which would be a welcome change. look, i think he's hoping to be asked about drones because he doesn't want to be asked uncomfortable questions about other issues. and my fear is that the drones, is going to divert attention away from benghazi that need to be explored and divert attention away from issues like quite frankly. john brennan was the height of the bush administration the enhanced interrogation program. so he was literally the principal consumer of intelligence for khalid shaikh mohammed and others. if he claims he was opposed to it why didn't he speak out and quite frankly why aren't we interrogating people. when you vaporize a terrorist with a drone you vaporize their intelligence in their brain. we're killing everybody on drones and happening on his watch and ought to be answering questions about that. >> alisyn: and simon, you know how washington works, and things are not always as they seem at first blush. is it as we hear marc sort of saying, leaked to the new

>>> let me finish tonight with this. the obama administration has found a way to offer birth control to women who want it without infringing on religious belief. it's a victory for the president and roman catholics. how do we ensure that religious organizations are not forced to pay for it? allow employees of religious institutions access to stand alone coverage for birth control from a third party. covering the costs with small offsets have to take parts or they will put their policies on sale. the key here is it gets around a pair of goals that were in don flikt. regular use of birth control is one that works. the other goal is to protect religions from doing something they believe is morally wrong. my own belief is that the solution the obama administration reached here is win/win. i say this to someone who believes in the clinton case, that abortion should be safe, legal and rare. getting birth control to women for free will keep it rare. to keep the catholic church out of that transaction keeps it closer to the goal. this is what good, smart, progressive, morally upright

. one of the questions people often ask about the first year of the obama administration. why did you take on health care at the same time we're having all these other issues? the reason was health care is not just a huge moral, social issue also an economic issue. we have to deal with that is something that can be helpful for the economy going forward. if you ask, what is the positive on health care? how is the economy doing? what is the snerkt the economy that is adding jobs? it is the health care sector of the economy. i think it is -- that's partly because it is a dynamic sector coming up with incredible innovations, the amount of exciting discoveries that are looming on the horizon are bigger in health care than other parts of the economy. that's the positive. the hard side is it is a complicated side. the reason why we don't leave health care to the private sector because it is complicated. we don't look at someone on the street and say sorry you don't have insurance so too bad for you. we as society is going to take care of that person. that is what puts the government in this

of health and human services and the obama administration as to what does or does not comply with the dictates of the affordable care act. the only state in a quandary, utah a little far advance, something on the ground and in a few. in shortly governor herbert will be talking not only about the utah exchange but also places in the larger context of what should represent the innovative and effective state-led health policy reform. he will also talk a little bit about utah's approach to medicaid reform and the difficult process trying to get the federal government to buy more flexibility the states. the state utah's overall leadership in promoting market-based patient-centered health care. some of you may recall last month and not widely reported sure, the obama administration actually decided once again to if you can change the product you can change the name. so they decided in the mr. jindal there were no longer be called health exchanges but they would now forth with be called health marketplace. marketplaces -- the official explanation for the was there was because the wo

. >> al, thank you. this morning lawmakers are getting nuances about why the obama administration believes it is okay to use drones to kill expected terrorists including americans. it's an issue that will be key at today's confirmation hearing for the president's pick for cia. michael isikoff is calling this story for us. michael, good morning. >> savannah, good morning. drone strikes, the obama administration's weapon of choice against terrorists are coming under scrutiny. after a disclosure justice department document obtained by nbc news this week that justifies the targeted killing of americans suspected of being top al qaeda leaders. for the first time today the white house is sharing the classified memo that lays out the legal basis for such strikes with members of the house and senate intelligence committees. the move comes at a crucial time as john brenan, president obama's nominee to be cia director, faces his confirmation hearing today on capitol hill. in the war over drone strikes, a major reversal from the white house. after years of ironclad secrecy, president obama directed t

. what is the obama administration's approach to border security? guest: it's interesting because it's becoming very come plegs. there is a strong border security to the imflation reform bill that's being discussed and to the proposal that was put together by the gang of eight senators who sat down and came up with a new proposal. their border security component is somewhat specific and their whole immigration reform package hinges on securing that border. the obama administration proposal has more to do with sbror enforcement of how we enforce verification of employment. the fact that people are here in the united states legally and that kind of thing, and is less specific on border element of that. now, to me, the whole hinge centers around what is a secure border. what is border security? and in fact, there is no definition. it's subject to different interpretation s and what they are doing in the senate proposal which i think is going to be the one that goes forward and is tweaked and debated and discussed, they want to put together a commission in border security. and it's this

. and also during my time, obviously, in the obama administration i greatly benefited from many of the georgetown graduates. i had the honor to have someone as my chief of staff, jeremy bash, who graduated here from georgetown, serve as my chief of staff at the c.i.a. and then followed me to the pentagon as my chief of staff. and also someone who's had a public affairs at the pentagon, george little, who is also someone who both graduated and later taught here at georgetown. talented young individuals who have been at my side every day for the last four years at both the c.i.a. and the pentagon, and i am deeply grateful for their work for me and on behalf of the nation and i am deeply grateful for georgetown for training such extraordinary public servants. and speaking of extraordinary public servants, i think many in this audience know that there's a georgetown professor that the president has nominated to serve as the next secretary of defense, chuck hagel, and i am confident and i've expressed that confidence publicly that the men and women of the department of defense will h
